Well, here's my interpretation:</span><span style="font-size:130%;"><br /></span><ul style="font-family:arial;"><li><span style="font-size:130%;">Creating rich </span><span style="font-style: italic;font-size:130%;" >conditions for trust</span><span style="font-size:130%;"> is more important than </span><span style="font-style: italic;font-size:130%;" >managing risks</span><span style="font-size:130%;">, but both are needed;<br /></span></li><li><span style="font-size:130%;">There are "</span><span style="font-style: italic;font-size:130%;" >Other thing</span><span style="font-size:130%;">s" that are more important than "</span><span style="font-style: italic;font-size:130%;" >Improving conditions for trust</span><span style="font-size:130%;">" (we'll examine these in the comments below);</span></li><li><span style="font-size:130%;">Almost two thirds of respondents believe that leaders need to </span><span style="font-style: italic;font-size:130%;" >improve conditions for trust</span><span style="font-size:130%;">;<br /></span></li><li><span style="font-size:130%;">More than half believe leaders need to improve their </span><span style="font-style: italic;font-size:130%;" >risk management</span><span style="font-size:130%;"> practices to improve stakeholder trust; and</span></li><li><span style="font-size:130%;">About one third think the solution is not in </span><span style="font-style: italic;font-size:130%;" >improving conditions for trust</span><span style="font-size:130%;">.</span></li></ul><span style=";font-family:arial;font-size:130%;" >So what are those "</span><span style="font-style: italic;font-family:arial;font-size:130%;" >Other things</span><span style=";font-family:arial;font-size:130%;" >" people felt were most important for improving stakeholder trust? I believe there are two common threads for this third leg of the trust stool. The impact extends to and influences all internal and external stakeholders in the larger relationship system, leading to either tight or loose strategic alignment, high or low productivity, high or low morale, a strong or weak capacity for managing complexity, and a positive or negative internal and external customer experience. Marching to this mantra seems to have compelled executive management to focus too much on the next quarterly statement and the shareholders is simply the wrong target.<br /><br />Trying to put the best spin on the next quarterly statement leads to short-term thinking and rewards the short-term rather than the long-term performance of an enterprise. This myopic view contributes to inefficient and ineffective use of resources.<br /><br />As an MBA student, one of the Lincoln brothers (of Lincoln Electric) visited my class and presented his thoughts on the role of management. He was so impressive, it has remained with me to this day. He decried the above MBA mantra arguing there were more important stakeholders than the shareholders. He outlined the management of a company’s profits across the stakeholders as follows: 1) reinvest in the company, 2) reinvest in the employees, 3) reinvest in the community, and then and only then, 4) share the remains with the shareholders.<br /><br />By focusing the profits first on the company, management would be assuring the enterprise would be there not just tomorrow or for the next quarter’s statement, but for years to come. He spent significant effort differentiating this focus from the “quarterly mind set” which today seems so prevalent. Employees were the heart of his enterprise. He clearly understood that harnessing the engagement of his employees would drive and greatly determine his success. He also understood that many of his employees spent more time at work than at home and they do so because they are committed to his enterprise. In today’s management world, it is all too easy to manage to the next quarter’s financials by executing a RIF. I believe today he would argue for an improved focus on long-term execution and he would predict fewer RIFs as a result. The community, he explained, is the home of the company as well as that of the employees. Efforts to improve the community result in a better company too. They claimed to be worth milllions a year for being business geniuses, so if they go down with the ship, that is the flip side of the same deal. Why does it appear execs are just a bunch of fellow back-scratchers covering each others asses? Could it possibly be....because they ARE?<br />2. Pay equity. CEOs are E M P L O Y E E S. If they want to get rich, do something original. Take a real risk. CEOs propagate a myth they are geniuses far beyond us. No, they are simply people who do something different, and who generally couldl be easily replaced. AIG execs said they couldn't be motivated without these big failure bonuses, yet someone is supposed to be happy working at the 7-11 for $8.00 an hour. If all Ayn Rands followers left for the hills they would quickly find nobody gave a damn and we had leaders and followers and they had no staff.<br /><br />3. Long term thinking. I know a business consultancy firm that stopped dealing with execs because 3/4 of them were only concerned with their image and profits. Now they deal with small business as the owners are more sincere.<br /><br />4. Never reward a company for serving itself at the EXPENSE of humanity or the environment. Sure they can negotiate a fair price, but not pollute EVERYONES water or take EVERYONES natural resources as their own. Many corporations have a "polluted water? Good, we can sell water too..." mentality.<br /><br />5. Replace the Any Rand, Adam Smith paradigm of self-interest = good with a Value Economics mentality that you profit fairly only by serving humanity. Self interest of Smith always ends up with masters a la AIG who become all powerful and servants who have to pay all their income just to have a house. It is the game of monopoly. AIG had Boardwalk and Park Place and nobody could pay the rent anymore. Replace "Profit=good" with "Service to humanity, at a fair profit = good."<br /><br />6. Remove corporate personhood. Corporations have been given HUMAN rights...and THEN SOME. AIG has MORE rights than you or me.<br /><br />When we live in a world where someone is seen as more deserving of a million-dollar bonus for shoving money around than a worker is of being able to afford a house and health care, it is a sick economy indeed. It was festering for years and finally, and rightly, came to a full diseased boil.<br /><br />We are in a system where if someone fails in an economic competition, that is just too bad in a competitive world (unless you are an AIG exec in his welfare line).<br /><br />I propose Value Economics. If Harper wants to restore the public’s trust in government, he and his “brainstrust” need to learn more about what “trust” really means. The accountability proposals they released during the election campaign show too much reliance on making rules protecting against <b>a loss of trust</b> – and not enough on establishing trust in the first place.</span></p><p class="MsoNormal"><span lang="EN-US"><!--[if !supportEmptyParas]--></span></p><p class="MsoNormal"><span lang="EN-US">Experts who have studied trust as an important element in business and society contend that you cannot defend against a loss of trust unless trust already exists. Creating sustained trust – in government, commerce or our private lives – requires a balance of two approaches: both building trust and creating mechanisms to ensure that trust will not be abused.</span></p><p class="MsoNormal"><span lang="EN-US">It’s just like driving a car. If you drive at a standard speed and brake gradually, you’ll boost your gas mileage. But unless you refill the tank, you’ll still run out of gas.</span></p><p class="MsoNormal"><span lang="EN-US">If Harper wants to restore trust in government, he’ll have to fill the tank first.</span></p><p class="MsoNormal"><span lang="EN-US">I began studying trust a few years ago while working at IBM to develop more secure computer applications. I believe that trust in our institutions – politicians, professions, brands – is eroding just about everywhere. So what, I wondered, creates the condition of trust, and what breaks it down?</span></p><p class="MsoNormal"><span lang="EN-US">Even as business suffered a spate of Enron-type fiascos, I discovered that trust is not a vague abstraction. It’s a specific result of the knowledge we have in a person or institution. And the conditions for its presence (or absence) can be explicitly measured – and influenced.</span></p><p class="MsoNormal"><span lang="EN-US">To measure the presence of such conditions for trust, I developed a “trust enablement” framework that analyzes the extent to which sufficient trust is likely to exist in any sort of relationship – supply chains, marketplaces, corporate governance or government. It looks at trust creation from two perspectives: <i>establishing</i> trust and <i>ensuring</i> trust (protecting against its loss).</span></p><p class="MsoNormal"><span lang="EN-US"><!--[if !supportEmptyParas]--></span></p><p class="MsoNormal"><span lang="EN-US">Based on my model, Harper’s Accountability Act falls short. While it outlines many reasonable proposals for curbing abuses on Parliament Hill, it devotes insufficient attention to building up trust in the first place.</span></p><p class="MsoNormal"><span lang="EN-US">The FAA – a concise, readable manifesto you can find at <a href="http://www.conservative.ca/" mce_href="http://www.conservative.ca/">www.conservative.ca</a> (click on Policy, and then on Accountability) – offers 12 areas in which Harper promises change. Each of those areas, which range from “ending the influence of money in politics” to “ensuring truth in budgeting,” offers several proposals for change.</span></p><p class="MsoNormal"><span lang="EN-US">The act offers 54 proposals in all. According to my analysis, two-thirds of them relate to defending against the loss of trust. Only one-third speak to <i>establishing</i> trust first.</span></p><p class="MsoNormal"><span lang="EN-US">The three initiatives Harper cites under the heading “Ban secret donations to political candidates,” are good examples:</span></p><p class="MsoNormal"><span lang="EN-US">• Prohibit nominated candidates or MPs seeking re-election from accepting large personal gifts.</span></p><p class="MsoNormal"><span lang="EN-US">• Ban the use of trust funds to finance candidates’ campaigns.</span></p><p class="MsoNormal"><span lang="EN-US">• Require that all MPs report the existence of any trust funds or secret accounts, and that such accounts be wound up.</span></p><p class="MsoNormal"><span lang="EN-US">The first two initiatives serve to <i>ensure</i> trust, while only the last one <i>establishes</i> trust (marginally).</span></p><p class="MsoNormal"><span lang="EN-US"><!--[if !supportEmptyParas]--></span></p><p class="MsoNormal"><span lang="EN-US">Harper’s act may generate useful rules for prescribing behavior and spotting problems – but it will <i>not</i> generate the renewed trust the Conservatives hope for. There is not enough effort devoted to topping up the tank.</span></p><p class="MsoNormal"><span lang="EN-US">“Accountability” is only part of building trust. It does nothing to boost our knowledge of other parties and their behaviour, past and present.</span></p><p class="MsoNormal"><span lang="EN-US">For instance, the FAA contains no proposals for boosting public confidence in our elected representatives, our civil servants, or the electoral process. Statistics show that fewer Canadians bother to vote in federal elections – yet no one, from Parliament to Elections Canada, is taking responsibility for rebuilding public trust.</span></p><p class="MsoNormal"><span lang="EN-US">Can it be done? Look at eBay. In just 10 years, the auction giant has built one of the world’s most trusted marketplaces – on the Internet, of all places.</span></p><p class="MsoNormal"><span lang="EN-US"><!--[if !supportEmptyParas]--></span></p><p class="MsoNormal"><span lang="EN-US">eBay succeeded because it establishes trust as well as ensures it. To prevent loss of trust, for instance, it created its own dispute-resolution service and a “SafeHarbor” investigations team that tries to resolve cases of inappropriate trading behavior. It also offers fraud protection services and sophisticated security technologies.</span></p><p class="MsoNormal"><span lang="EN-US">To <i>establish</i> trust, eBay goes much further. “Feedback Forums” let users identify reliable buyers and sellers. eBay offers product authentication, grading and appraisals to build buyers’ confidence. And it is now identifying the customers who supply the most reliable feedback, as an additional source of peace of mind.</span></p><p class="MsoNormal"><span lang="EN-US">The result: eBay has created trust not just in its rules, but also throughout its community. And that’s why the company now boasts a $64-billion (U.S.) market cap.</span></p><p class="MsoNormal"><span lang="EN-US">How can politicians address our federal trust deficit? The key is knowledge. We need to know more about our representatives and senior civil servants, and how they behave. Solutions may involve creating more accessible MP bios and voting records, or more third-party evaluations of their performance.</span></p><p class="MsoNormal"><span lang="EN-US">Taking one example, Harper’s plan to “End the influence of money in politics” relies mainly on limiting and banning donations – measures that <i>ensure</i> trust. To <i>establish</i> trust, Harper could create an independent Donations Collection Office that collects, records and redistributes funds to all parties, or establish a Political Procurement Office to monitor all purchases, volunteer activities and in-kind donations.</span></p><p class="MsoNormal"><span lang="EN-US">The solutions can be many, and ingenious – if we understand that trust isn't just about rules and penalties, but about identifying and valuing past, present and future behaviour.</span></p><p class="MsoNormal"><span lang="EN-US">The Tories’ proposed act is a good start.
